[BLANK-AUDIO]. >> Senator Newton did you say one committee to miss the passing, senate bill 754 unfavorable to bill but favorable as committee substitute bill, title and act to enhance criminal penalties for person who fraudulently record lanes and for person who commit a trans pass to real property buying, rendering after removal pursuing to a violent order or by knowingly creating or presenting a false document of title or possession. Sounds like somebody from the house wrote the title to it, but senate bill 754 calendar May the 17th. [BLANK-AUDIO] [BLANK-AUDIO]. Hearing none senate bill 778, clerk will read. >> Senate bill 778 DOT to study SCPA reform impact. >> Senate Wades recognized to explain the bill. >> Thank you Mr. president this bill directs to the Department of Transportation to study the physical impact of reforms passed in 2015 to the state environmental policy act as recommended by the environmental review commission. It went through transportation yesterday, it was voted out Unanimously if there is any questions I'll be glad to answer them, if not I'll ask for your support. >> Further discussion or debate. Hearing none, question for the senate is the passage on second reading of the committee substitute senate bill 778 all in favor will vote aye oppose the vote No five seconds be allowed for the voting clerk will record the vote. >> A brief moment of personal privilege. >> You have the floor. >> Thank you Mr President, in the earlier this week there was a recognition of a number of folks who have recently graduated college and are moving on to bigger and better things than I didn't wanna get caught off in the shuffle and the crowd a moment of that time because I thought that I would take my opportunity to do it when I had everybody's full attention, I would like to offer my congratulations to my intern Mary Daltrey who graduated from North Carolina state this past weekend And in particular I to thank her for her service to me and to this body because at the end of the summer she is going to turncoat on us. She is gonna go over to the house and work for representative Martin. Which I think if she's gonna go to the house that's probably as Places you can go. Senator Martin, representative Martin being a fine member of that body. But I want to thank her for her hard work. She is a joy to work with and I encourage you to, if you don't know her yet, to get to know her and work with her in the years to come when I am no longer here.
